Newgrounds has had kind of a Mercurial Arc. It's had multiple incarnations, which go as follows:

1. The Beginning
Hallmarked by primitive flash videos, of which we all know and laugh at. A Big Black Guy Named Ben and Madness and all of those.

2. The Caress
Marked by some new content and the allowance of adult flash.

3. The Clock Era
Marked by dominance of the fucking Clock Crew, which were essentially the One Direction of flashmovies. To this day they live in infamy on Newgrounds (despite some great flashes to their name) and have been mocked in everything from Arfenhouse to Animutations.

4. The Time of Suck
A dark period wherein Newgrounds' hosts flooded it with spyware, malware, and porn.

5. The New Dawn
When Newgrounds switched hosts. Marked by a massive resurgence of good new content creators.

6. The Floodgates
When art and music could be hosted, adding ten fucktons of new content to Newgrounds, much of it enjoyable. Resulted in many exiles from FurAffinity and the like taking up shop, as well as dedicated communities like those from OCRemix.

7. Present Day
Where we are now. Newgrounds is still basically the same as it's always been, only now it allows art/music hosting and complains about Adblock/NoScript, even though the main people who actively use it on Newgrounds are those who remember The Time of Suck.

My synopsis was a generalization. I'm not as familiar with Newgrounds' "isms" and internal conflicts beyond what I mentioned, but here's the timestamps I can remember. Bear in mind, I'm by no means an expert on Newgrounds, but I do remember some important dates involved.

Phases 1-2 of Newgrounds happened around the late 90s, especifically 1996-1998. Clock Era and similar cliquery such happened around 2000, and hit apogee around 2001. The first Madness vids hit around 2002, right before the Time of Suck, which lasted from 2002-2003. This is why a lot of Krinkels' early flashes wound up on other sites that weren't Newgrounds. The music part of the site went up about 2003, but didn't really make it big until about a year later. 2004 hallmarks the New Dawn Era, when Newgrounds switched hosts and we got a flood of great new flash. This also hallmarked Madness becoming a time-honored Newgrounds staple. Salad Fingers also went up during this time. The art portal hit about 2008, IIRC.

I've been a member of Newgrounds since 2003, although I haven't used much for years now. This is purely my viewpoint, but I think Newgrounds suffered the same fate as a lot of quasi-underground websites - Facebook/Tumblr/etc happened. Newgrounds went from being a top 500 website to struggling to stay in the top 3000 as mass-produced shit on social media overwhelmed them through sheer numbers.

So, like many websites, Newgrounds gradually tried to become more and more like Facebook. The problem with this is that people who want to spend most of their time on Facebook already spend their time on Facebook, and long-time members who liked Newgrounds specifically because it WASN'T like Facebook left in droves due to disgust. They made user blog pages, an art portal, little social connection features and a bunch of other stuff that might not have been terrible if they hadn't already been done a thousand times before on social media websites. At the same time, they began shying away from the "fuck censorship, fuck political correctness, fuck you" attitude that the site had been founded upon in order to suck up to a media that had long since become irrelevant.

As a result of the mass exodus of regulars and a general collapse of awesome, the main demographic of new users became people driven away from other social media sites (which, sadly, Newgrounds pretty much counts as being now) for being too fucking stupid. They didn't give a shit about submitting content, just about being morons in public - and since Newgrounds has shit for moderation staff, they generally get away with it. Like this guy.

The old days of Newgrounds were (generally) great, but it's gotten so watered-down and shitted-up that the only reason to go there is to watch content that was made before most of the current userbase was out of elementary school. It's sad, but inevitable.

2004 - 2007 were commonly seen as the best years of the site, mainly because it was at that time you had some very high quality animators at that point. No, seriously, let me show you:

What ultimately caused this period to end was threefold. The first is YouTube. YouTube really began to explode in popularity at around this time, easily sweeping Newgrounds as the go-to site. YouTube allowed these guys to have a wider audience than if they stuck at Newgrounds. Second was the collaboration pieces. These were made typically by large groups of people at the time in the hope to collectively apply the force of their fanbases. This collective fanbase would usually drown out artists who put more time or had higher craft than them. The last nail in the coffin was the sprite movie revolution and V/A work. Sprite movies allowed people to produce flashes without needing to worry about character design or setting; they'd only need to move the correct sprites into place and use stock sound effects from Dragonball Z. V/A work became available and feasible at this time as well, and those who had pro systems could easily draw a crowd. Doubly so since the cultural inertia became that you HAD to have V/A work, something that persists to this day.

As an aside, fun fact: Tom originally had a small staff of web programmers. He ripped them off of this task (including his best guy) and put them into his game company, which you might know as the makers of such fine titles as Alien Hominid and Castle Crashers. This probably didn't help his site redesign.

I'm guessing he defines his drawings as Fine Art because you'd have actual pieces of fine art such as Michelangelo's David that did show some nudity. Even then, the actual fine art pieces such as weren't used as tools of sexual pleasure that one would fap too, they were mean't to for something else such as conveying a message. A Pikachu wallpaper that Zandolaf made isn't really fine art, just fan art.

There are 3-7 billion people in the world, right? By that number, 1 million should at least be a small number. That should ease the pain in some way, right?
