He’s a Chris-Tuber (or whatever the fuck you wanna call it) who screwed up royally when the news of the Incestchu Saga broke; he was contacted/manipulated by Bella behind the scenes and in his horniness for views he hastily made a video he shouldn’t have in which he basically promoted her lies and supposedly even doxxed someone for her.
Wasn't before, but when all the incest shit happened he ended up getting manipulated by Bella and some of her friends into doxxing Fiona, who was later found to be (relatively) innocent in the whole plan to get Chris to become an hero.
Chris has literally no idea what any of that stuff means, he just absorbed it by osmosis from the internet and the people who fucked with him. Much like he absorbs things from every piece of media he watches and every event he's involved in.

Someone else brought up the point earlier that if he is this willing to talk about the incest and other crimes as to write an open letter like this, he has probably already admitted to it in detail to cops making said letter a moot point as far as evidence is concerned.
