Ugh, good point. Fallout 4 had that problem too, clearly the disk read/write stuff was not at all optimized because I play games with far better graphics that load way the fuck faster.
Actually, after examining the game editor, I can explain the issue.
There is an internal limit on how much the game can render in a timely manner before load times turn into shit, and that's even on an SSD.
The problem is that if you check some game cells in the editor, they are loading far more data than the engine can support per cell with comfortable load times, and even if you have a beast of a PC, loading is slow as shit because the engine was often being taxed above its limits, despite a ton of optimization tricks added to cut down VRAM and mesh loading processor usage.
Keep in mind this is FALLOUT 4's engine, which is being rewarmed over and being reused for Fallout 76, which is supposed be FOUR TIMES AS LARGE as 4.
If the engine was occasionally straining at the bit in Fallout 4, just imagine how shitty the load times for cells will be in Fallout 76,.
