Context: In 2017 Germany passed the NetzDG law which calls on a Social Media provider that gets 100+ complaints every year to make a conscious effort to block or ban content of "an unlawful" nature and requires them to make annual "transparency" reports on such issues. Authoritarians hailed it as a great way to ban "hate speech" due to Germany's laws, but the act itself specifies any "unlawful content" reported which I imagine includes the promotion of stealing.
