Cwcville is a city-state and the system is the same as the Vatican city. IIRC, Chris said that CWCville is a democratic city but he has the final say which laws are implemented as a godes.

I agree generally with what you're saying but given brony conventions are one of the few events Chris looks forward to these days if he has a bad time at one he might take take it particularly badly or maybe he'd just blame that particular convention or Seattle or whatever.
