I'm not too sure on this but I think the character Naoe was added very late once they got closer to the release date and realized playing as a nog in Japan would turn people off from buying the game. So the initial delays were created so they could add her in the game because I don't remember hearing anything about her before the delays were announced.
It's also hilarious that every time they've attempted dual protagonists it's so they can have both a man and a woman because Ubisoft desperately wants people to play as the female character, but fears sales will be abysmal with a sole female protagonist.
