Chris, in the later ages of Christory, is becoming a master of false hope. Every week he seems to repeat the same "one step forward, two steps back"-routine and being an optimistic fuck I fall for it.
Ex:

Within a week he takes the semi-responsible decision to suspend his etsy-shop to catch up on orders (even though he shouldn't have fallen behind in the first place.) The hope for his betterment that this action brings he then quickly dashes when he admits that he thinks credit is free money, plastic toys are better investments than paying bills, begging for more money AND using the word "totes".

Jesus fuck Chris.

Honestly Chris was getting better before just recently. He was staying off the internet, going out and meeting people. He actually had somewhat of a social life. And then he just had to fuck it all up and release another sex tape, and now this shit.*sigh*

Not to mention that Chris said somewhere, that when he was a kid and didn't speak, Barb would buy him toys if he could read their packaging out loud.
I could be wrong, though; living behind my mom's basement has taken a slight toll on my memory.

He keeps bringing up Barb when he tries to justify why he wants money. First, it was for her teeth, then for her bananas, and now for her bills.

Who will he blame when Barb dies?

It's very childish behavior, his justification: you'll see siblings doing this kind of reasoning to get a toy they actually want, "I'm getting it for my brother/sister so he/she can join in and play!" because that's clearly okay enough to justify digging himself deeper into debt and spending more money that he doesn't even have. Never mind she'll never actually play with it, but, you know, he'll "keep it for her" just in case.
 
I don't think Barb knows about Chris's credit peccadillos. Chris probably is the one that walks to the mailbox, and he probably pockets the bills before she can see them. He figures it's just an advance on the six figure salary and corner office he will have soon.

This so hard. He needed an excuse and he made one up based on an unfulfilled fantasy. In fact this entire thing smells like Barb's doing. According to @Marvin Barb is the kind of person who would pay off credit card debt with more credit card debt. She just shifted some of her debt onto Chris.
Probably at some point she'd do that, yeah.

But more than that, I'd describe Barb as scheming. Or she tries to be, anyway. Barb thinks she's a lot smarter than she really is. So she'd be the time to argue about all the purchases on her credit card and try to wriggle out of paying it. And she'll wait until the last minute, for the collection letters to get extremely threatening, before accepting a payment plan. Or maybe she'd force them to take her to court, and then maybe accept a payment plan. (That's how the Discover lawsuit went. She ended up making a payment plan with them related to the court case.)

She nickle and dimed the insurance company, as we know. And yeah, I've said this before, but Barb has taken out retarded loans in Chris' name.

I don't think she'd say that she intends to fuck Chris over when she dies. I'm sure she believes that she's only doing what she has to to survive, and she'll take care of Chris' debts later. He'll be fine! But yeah... I don't think that's the case. I don't think if they got to a point where they can comfortably spare some money, I don't think Barb would put it to paying off the debts she took out (in Chris' name).

In this situation, I think Barb saw an opportunity to pay some bills with free money. It's free to her, anyway.
The fact that Chris thinks Barb using the credit card on bills is "impulsive" is hilarious to me. Spending money on bills is impulsive, but spending it on more toys is fine...and then you beg for more money because of that dang ol' impulsive bill paying.
Heh, I think any thought any other human has is impulsive to Chris. Like, unless it matches his thinking so accurately that you seem like a mindreader, Chris will always think you're being arbitrary to some degree. You might've pulled your idea out of a hat, for all Chris knows.

Really, I'm not surprised. He'd only draw attention to it if it effected him personally but as it stands he's to busy bitching about how stressful his life is to actually give a shit about people actually in need of sympathy. Does Chris see all creditors as bullies? I know thats what Barb has fed him but does he actually believe it? You said he resents paying them but does he believe hes being bullied when hes forced to pay the bills?

I don't think the specific oppressor is important, so much as that it's Chris being oppressed.

Like he might complain about the creditors, but he'll complain about the economy just as often. The specific cause doesn't matter. What matters is that Chris is the victim.

Heh, one thing I haven't seen is Chris blame the toy companies for overpricing their crap though.
